Start with the payment sequence, not an all-in headline.
The official programme portal and family FAQ published by the programme show an initial USD 999 application fee, followed after application approval by USD 999,001, with a USD 999 administrative charge per additional family member. They identify Bitcoin and USDT as payment assets. These are dated published programme figures, not a current quotation for an individual household.
The two main amounts total USD 1 million. Do not count the first fee again when reading that headline, and do not treat the headline as the complete cost of the project. Professional work, document preparation, travel, asset-conversion costs and possible tax consequences require their own treatment.
The family FAQ describes one spouse and children under 18. A household’s use of the word family does not establish that every relative belongs on the same application. Confirm both inclusion and the charge for each person before using a family total to decide whether the plan is affordable.
A donation has a different financial job from an investment.
Programme promotion can use the language of investment in a country’s future. That should not be read as a promise that the applicant owns an asset which can later be sold or redeemed. The displayed terms call the payment to the State a donation and describe it as non-refundable.
Assess the commitment on that basis. What rights does the household seek, how will it use them, and how much capital remains available afterward? A plan depending on recovering the contribution later is using an assumption the cited terms do not provide.
Keep a potential business investment, a property purchase and the programme contribution distinct. They may all involve the same destination, but they have different counterparties, documents and financial consequences. A decision to establish a company in El Salvador does not establish that its capital can also satisfy a separate programme payment.
Application approval is not the final nationality decision.
The portal’s sequence matters as much as its arithmetic. It places the main payment after successful initial evaluation and the start of naturalisation after the payment process. The applicant can therefore reach a substantial financial commitment before holding the final nationality and travel records.
Section 8 of the displayed terms describes the analysis fee as non-refundable and addresses failure to qualify or a decision not to grant a passport. It separately states that the donation is not refundable. Read the operative terms before paying rather than assuming that an unsuccessful outcome necessarily returns every amount.
If circumstances change, obtain a written account of the stage reached, the payments made and their treatment. An intention to withdraw, a refusal and a delay are different events. Bitcoin Lawyer’s professional terms do not amend the government’s terms or create a refund right against another recipient.
Verify who receives the money and which obligation it pays.
The displayed programme terms describe a third-party payment gateway. The actual payment instructions should identify how the recipient and gateway handle the contribution. Do not assume that every payment is a direct transfer to a government-controlled wallet.
Identify the recipient and any processor, then confirm the accepted asset and exact network through the authenticated channel for the application. Keep government payments separate from the advisory invoice. A familiar logo, a forwarded address or the fact that both invoices accept Bitcoin does not make them the same obligation.
After sending, retain the transaction record and the application-specific receipt or account confirmation. They answer complementary questions: what was sent, where it went and what the recipient credited. An unclear receipt should be reconciled before another payment is made.
A sovereign balance is not a contribution audit.
A claim that programme contributions feed El Salvador’s sovereign Bitcoin reserve requires evidence connecting those funds to the reserve. Decree 918 refers to economic, social and cultural development; it does not earmark each programme payment to a reserve. The reviewed official programme material also does not establish a trace from an individual applicant’s payment to a particular reserve holding.
The distinction is practical. A published address or balance may show assets associated with an identified wallet. It does not, by itself, identify the source of every unit, establish ownership of every related address, or explain subsequent government spending. A movement matching an approximate amount is not proof of the claimed allocation.
If a particular use of funds matters to the decision, request the evidence for that claim: a governing allocation instrument, an application-specific accounting record or a relevant public audit. Where that evidence has not been established, keep the limitation in the decision. Do not turn missing disclosure into either reassurance or an unsupported accusation.
Measure what the household gives up as well as what it gains.
A Bitcoin-funded contribution uses assets the household will no longer control. Work out what remains for living costs, business needs, other applications and unexpected delays after the entire project is funded. The question is whether the intended rights justify that commitment for this household, not whether the wallet can technically send the amount.
Keep currency amounts, asset units and valuation dates together. A dollar-denominated obligation and a Bitcoin balance are not a fixed exchange relationship. USDT introduces its own asset, network and service dependencies. A displayed calculator is an estimate until the actual recipient’s payment conditions are established.
Ask the CPA to assess the relevant funding transactions before choosing the asset and timing. For US taxpayers, digital assets are property; a payment or conversion may involve a reportable disposition. No tax saving follows merely from receiving another passport, and an adviser’s payment discount does not settle the tax result.
Use a written scope for the professional side.
Professional fees should identify the work being purchased and the point at which further work needs a new agreement. Bitcoin Lawyer’s retained plans are bespoke. A percentage fee or strategy-call price quoted elsewhere is not a quotation for an individual corporate engagement.
Separate an assessment from application preparation, outside professional analysis and later assistance. Record which charges are fixed, estimated or still unknown and who must confirm them. A quote can be clear about its own scope while acknowledging costs it does not control.
Before each irreversible step, revisit the facts that justified it. A changed family situation, unresolved source-of-funds question or new residence plan may affect whether the same commitment still makes sense. The earlier expenditure should not become the sole reason for the next one.
Build a household budget that names the recipient.
The published arithmetic is simple enough to check. Using the displayed amounts, a principal applicant's USD 999 and USD 999,001 total USD 1 million. If one spouse and two eligible children are included and each attracts the displayed USD 999 charge, the programme subtotal becomes USD 1,002,997. That is an illustration using the published family description, not confirmation that a particular household qualifies or that no other expense will arise.
Put the recipient beside every other budget line. The advisory engagement, civil documents, translations, certifications, travel and any independent professional work may be paid to different parties at different stages. Some costs can be confirmed now; others depend on the file. An honest budget identifies that uncertainty instead of using an “all-in” label that silently excludes necessary work.
Also record the event that makes each charge payable. Paying for an assessment, submitting an application, receiving an initial approval and completing naturalization are different milestones. A family can understand the total and still misunderstand when its liquidity is needed. A dated payment schedule helps avoid selling or transferring assets prematurely merely because a headline amount was mistaken for an immediate invoice.
Stress the asset amount without changing the dollar obligation.
A dollar-denominated commitment can consume different numbers of Bitcoin at different exchange rates. As a purely arithmetic example, USD 1 million corresponds to 10 BTC at USD 100,000 per Bitcoin and 12.5 BTC at USD 80,000. Neither number is a live quotation or a prediction. The example shows why a household that has mentally reserved 10 BTC has not necessarily reserved enough to meet a fixed dollar amount at a later date.
Keep the recipient's quote and expiry separate from a general market-price display. Network charges, processor treatment and any conversion arrangements also need to be understood before sending. If funding is moved from an exchange to another wallet first, preserve the records of that movement alongside the later programme payment. Otherwise the final transaction can become detached from the evidence explaining how the funds reached the sending wallet.
The tax review (opens in a new tab) should happen before the funding path becomes irreversible. A proposed sale, exchange or payment can have different implications from simply continuing to hold the asset. The appropriate professional needs acquisition history, ownership and the contemplated sequence, not just the application's dollar total. A last-minute request to calculate the tax after payment leaves fewer choices than a review made while the funding method is still open.
Define the evidence needed at each payment gate.
Before an initial application payment, retain the terms presented and the application reference to which the payment relates. Before a larger payment, establish the actual stage reached, the current written instructions and the identity of the party issuing them. If instructions change, resolve that change through the authenticated application process. An urgent message containing a new address should not displace the process simply because it uses familiar names.
After payment, keep both the transfer record and confirmation of how it was applied. A successful network transaction can coexist with an unresolved application balance if the recipient has not matched the payment correctly. The next question is then reconciliation, not a second transfer. Ask which reference, amount or supporting record the recipient needs to identify the first payment.
Keep sensitive evidence proportionate to the question. A payment reconciliation may need an invoice, transaction identifier and receipt. It does not justify sharing wallet recovery words or private keys. Source-of-funds review may require additional financial records, but those should travel through the agreed secure process to the appropriate recipient. Payment administration and access to the applicant's remaining assets should remain distinct.
Decide whether the unanswered allocation question matters to you.
Some applicants mainly want the rights associated with citizenship. Others also care deeply about how the contribution is used. Both concerns are legitimate, but they ask for different evidence. A programme amount and receipt can support the first financial record without proving that the money funded a particular reserve purchase, school or infrastructure project.
If a specific use of funds is central to your reason for applying, identify what would establish it and what you would do if that evidence remains unavailable. Proceeding with a known limitation can be a considered choice. Proceeding because an unsupported allocation claim was repeated often enough is a different decision. The contribution should be assessed on the terms and evidence actually available, including any uncertainty the applicant considers material.
The whole picture
The Bitcoin Lawyer take
A sound citizenship decision connects the rights sought to the capital committed and the obligations left afterward. A contribution, a company investment and a professional engagement should each earn their place in that plan.
Transparency is useful when it tells you exactly what a number or record proves. Keep the supported facts, the estimates and the unanswered questions separate before making the next payment.
